Rules for the Mayor and Civil Protection
Government Rules
These rules apply to the Mayor and to every Civil Protection job. They are in addition to the General Rules.
1. Writing Laws
1.1 As Mayor you are permitted to write up to 12 laws. Each law must be between 10 and 100 characters.
1.2 Your laws must apply to you, your officers and your friends. You may not write a law that names a person, targets a group, or exempts anyone from it.
1.3 A law may only ban an action. You may not write a law that restricts how a player moves, what a player carries, or who a player is.
1.4 A law may not make a job unplayable. You may ban what a job produces. You may not ban the job.
1.5 A law must be enforced by arrest or by fine. You may not write a law that makes any player kill on sight. The only KOS area is inside the PD.
1.6 A law may not legalise a permanent offence, and may not prevent Civil Protection from doing their job.
Break any of 1.2 to 1.6 and the law is removed. Repeat it and you are demoted.

2. Permanent Laws
2.1 The following three laws are permanent. The server will not allow their removal:
- Do not attack other citizens except in self-defence
- Do not steal or break into people's homes
- Money printers and drugs are illegal
2.2 You may add laws that build on a permanent law. Setting a fine for drug possession is permitted. Legalising drugs is not.
3. Lockdowns
3.1 Only the Mayor may start a lockdown. Use /mayorlockdown <reason> to start one and /mayorunlockdown to end it.
3.2 There is a 2 minute minimum gap between lockdowns.
3.3 A lockdown requires an active emergency. The following are valid reasons:
- A terror attack
- A PD or bank raid
- An attempt on the Mayor's life
- Mass violence in the street
3.4 You must end the lockdown when the emergency ends. Holding a lockdown for any other reason is FailRP.
3.5 Civil Protection must warn a player to get inside before arresting them under a lockdown.
4. Employment
4.1 You may dismiss an officer for a roleplay reason. Corruption, refusing orders, and assisting criminals are all valid.
4.2 You may not dismiss an officer without a reason, and you may not set conditions on staying employed. Tests, passwords, catchphrases, radio checks and roll calls are all prohibited.
4.3 You may not dismiss an officer for arresting you.
5. Arrests
5.1 You may arrest a player only when one of the following applies:
- You witnessed the crime
- The player has an active warrant
- The player is wanted
- A citizen has reported the crime
5.2 You may not arrest a player for their job, their appearance, or a personal grudge.
5.3 You must attempt an arrest before using lethal force. Lethal force is permitted against a player who is actively shooting.
6. Searches
6.1 To search a player in public you require reasonable suspicion. Drawing a weapon, advertising illegal goods, being wanted, or being witnessed committing a crime all qualify.
6.2 To search a base you require a warrant, unless you witnessed the crime yourself.
6.3 A search without reasonable suspicion is a hostile act. If the player fights back, you are at fault.
7. Conduct
7.1 Government jobs may not raid, mug, kidnap, counter-raid or run a terror attack. The server blocks all of these.
7.2 You may not assist criminals, warn them of police activity, or accept a bribe to ignore a crime. All three are FailRP.
7.3 You may not arrest, cuff or tase a fellow officer without a roleplay reason.
